Local people are being priced out of the area. The average rent in Elmbridge in September 2025 is £1,836 – a 16% increase since September 2022.
Over 2,400 local households are on the Council’s housing waiting list as of 2023/24.
Elmbridge Council needs to deliver over 1,400 homes a year to meet the government’s new housing targets.
The government’s National Planning Policy Framework aims to protect the Greenbelt, whilst prioritising new development on brownfield sites like the Walton-on-Thames Station car park.

We are working up a planning application to build 23 townhouses on the Station Court Car Park at Walton-on-Thames station in Hersham.
It is a brownfield site and was allocated for housing development in the Council’s earlier emerging Local Plan.
Our scheme is targeted at local families, helping them stay in the area.
We have made amendments to an earlier scheme in response to comments from local planning officers to reflect the character of the local area.
We are proposing a mix of three and four bed homes, each one with private gardens and parking spaces.
The scheme will also improve landscaping in the area, with new planting, fencing and gates.
The site
Station Court is one of four station car parks serving Walton-on-Thames Railway Station.
The other three car parks will be retained, maintaining over 500 parking spaces at the station.
